If you want your Sim to meet another Sim organically, youll need to send them to a club, bar, park, or similarly social location. You can also just send your Sim out into the street if there are enough Sims around.

The interaction to ask a Sim on a date will appear after Sims have done several romantic interactions, or if they are romantic interests. Doing several romantic interactions while on an outing will change the outing scenario into a date scenario. Call a Sim and ask them on a date.

You will get the option to ask Sims out on a date (under Romantic) fairly early in conversation, but should try to establish a little friendship first. When planning a Date, you should have high Needs so that your Sim doesnt lose out just because they were too tired.

To get your Sims relationship to a level where this can be accomplished, you must build up 40% friendship and romance between the two. First, they must be in a relationship, but when you get to this level, the propose option will appear in the romance menu.

they wont flirt while they are working. You can invite them to hang around and then they could flirt with you if they have the flirty character trait or you watch the Romance Channel on TV together, but there are no guarantees. Sometimes Service NPCs will get stuck at your house though.

Marriage in The Sims is an event, not a condition. So, while Sims cannot get a divorce, a Sim who has married into one family can marry out of it and into another family. If the partner of the Sim who is changing households has a relationship with the proposer, that relationship will drop.
